Young Professionals in Transportation (YPT-DC), Women’s Transportation Seminar (WTS-DC), and the Transportation Research Forum (TRF-DC) co-hosted their 9th annual joint summer event. The panel composed of Robert Poole, The Reason Foundation
Jonathan Gifford, Professor and Director, Center for Transportation Public-Private Partnership Policy, George Mason
Joung Lee, Policy Director, American Association of State Highway and Transportation Officials (AASHTO) and moderated by: Baruch Feigenbaum, The Reason Foundation, discussed alternatives to the current highway and infrastructure financing in the U.S. The panel began with a short presentation about the existing model of state-owned highways by Robert Poole, followed by the opinions and perspectives of the panelists.

Center GRA Lisardo Bolaños presented “Renegotiations & Bankruptcies in
U.S. surface transportation P3s” at the International Road Federation’s Public Private Partnership Workshop
Washington D.C., in April 2018. The presentation details the main lessons from the U.S. Experience. A framework is presented to understand bankruptcies and negotiations, and presents four drivers of renegotiation: opportunism, contract complexity, exogenous changes, and the Winner’s curse. Lauren N. McCarthy, Program Manager and Researcher at the Center, presented “Stages of U.S. P3 Surface Transportation Infrastructure” authored by Lauren N. McCarthy. Lisardo Bolaños, Vinh Mai, and Jonathan Gifford at the Transportation Research Forum on April 10, 2018 in Minneapolis, Minnesota. The research analyzes recent transportation infrastructure projects delivered using public-private partnership (P3) approaches to examine how procurement stages and their duration affects if the project will be delivered. First, the research developed a P3 transportation project database, collecting information from multiple sources, including the Federal Highway Administration, state transportation agencies, private sector websites, and journalistic accounts. Second, significance testing is then employed to evaluate common questions surrounding P3 procurements.

Vinh The Mai, former research associate with the Center, and current researcher with CG/LA is pictured here with Dr. Gifford. A bipartisan coalition, Blueprint 2025 mission is to identify and promote increased infrastructure investment in the United States.
