U.S. surface transportation P3s” at the International Road Federation’s Public Private Partnership Workshop
Washington D.C., in April 2018. The presentation details the main lessons from the U.S. Experience. A framework is presented to understand bankruptcies and negotiations, and presents four drivers of renegotiation: opportunism, contract complexity, exogenous changes, and the Winner’s curse.
