Center Director Jonathan Gifford addressed six European government and NGO officers who visited Washington the week of February 9 as guests of the State Department’s International Visitors Leadership Program (IVLP). The program focuses on the role of public-private partnerships in restructuring economies. The international guests were Mr. Dael Dervishi from Albania, Executive Director of the National Agency of Natural Resources; Mr. Florian Sebastian Binder from Austria, Personal Assistant to the Secretary General of the Federal Ministry of Transport, Innovation and Technology; Ms. Sofia Zacharaki from Greece, International Relations Advisor for the Ministry of Health; Ms. Emilia Malairau from Moldova, Executive Director of the American Chamber of Commerce in Moldova; Mr.Onur Yildiz from Turkey, Acting Secretary General of the Eastern Mediterranean Development Agency; and Ms. Elvira Gotz from UNESCO, Assistant Program Specialist, Division for Cooperation with Extra-Budgetary Funding Sources.
Professor Gifford’s briefing to the international visitors was titled “US Transportation P3s: Governance and Institutional Arrangements.” He spoke about how financial risk is managed in P3s and how the Center for Transportation PPP Policy’s research and educational programs are being implemented in Virginia.
